The Energy Crisis Intervention Program (ECIP) provides emergency financial assistance for a heating crisis. If you are a homeowner or renter, we may be able to help pay for fuel or for electricity if it is required for your home’s heating system to operate.
ECIP’s emergency utility assistance for home heating systems is available once per season from November 1 through March 30 to HEAP-qualified households.
To be eligible for ECIP, you must:
- Have a current, pre-approved HEAP application
- Have less than 1/8 of a tank of fuel, 25% or less in a propane tank, or 3-days or less supply for other types of delivered home energy
- Have exhausted all payment options with your electric company

To qualify for Energy Services programs, you must first apply for HEAP and be certified as income-eligible. Other programs may have other income-eligibility guidelines.
