For three days in April, representatives of the federal Administration for Children & Families conducted an extensive in-depth review of all aspects of York County Community Action Corporation’s Head Start and Early Head Start programs. The reviewers examined the programs from every angle, and rated on Program Management, Program Governance, Financial Management, and Family Recruitment and Selection. They interviewed members of YCCAC’s Board of Directors, Head Start Policy Council members and Head Start and Early Head Start parents. They observed classrooms, evaluating teachers in a variety of skills.
On July 24, the final report was issued.
Barbara Crider, YCCAC Executive Director, writes: “I am proud, but not surprised, to report that we scored at the highest level in all 36 measurement areas.”
Accompanying the report was a personalized card to Michelle Fleagle, Director of Children’s Services, and her staff from Dr. Deborah Bergeron, Director of the Office of Head Start:
Michelle,
I just finished reviewing your monitoring report and I wanted to let you know how excited I was to read about the great work you and your team have done aligning your work with the State’s Early Learning Standards. It seems like a great deal of time and attention was given to this process. I am confident this investment will pay off greatly for your children.
As you may already know, I am working hard to figure out how to better connect Head Start with receiving public schools, and this is a great example of how to get that started.
Way to go, York County!

York County Children’s Services maintains 12 Head Start classrooms at 10 sites throughout the county. There are 6 Early Head Start classrooms—for ages 6 weeks to 3 years—and 1 Early Head Start home-based option. In 2017, there were 204 children enrolled in York County Head Start, and 85 in Early Head Start.
