Fuel Assistance (LIHEAP)

 

The Energy Services program administers LIHEAP (the Low Income Home Energy Assistance Program) for Maine State Housing. The federal Department of Health and Human Services oversees LIHEAP.

 

LIHEAP provides money to eligible homeowners and renters to help cover direct or indirect energy expenses. In most cases, the funds are distributed directly to the fuel and utility vendors.

 

Homeowners, renters and renters whose utilities are included in their rent are eligible for assistance with direct and indirect energy costs through LIHEAP.

Central Heating Improvement  (CHIP)

 

Maine Housing provides grant funds to YCCAC and other Community Action Programs throughout the State to administer the Central Heating improvement Program—or CHIP.

 

This program provides grant funds to eligible households to repair or replace malfunctioning heating systems. Priority is given to households that have no heat during the winter heating season. CHIP funds may also be used to repair or replace fuel oil storage tanks and/or chimney liners.

Heating Emergencies

 

Energy Crisis Intervention Program (ECIP)

 

The Energy Crisis Intervention Program, or “ECIP,” provides emergency financial assistance for home heating or for utility disconnects if your home heating system requires electricity to operate.

 

To be eligible for ECIP, you must:

 

  • Have a current, pre-approved LIHEAP application
  • Have less than 1/8 of a tank of fuel, 25% or less on a propane tank or 3-days or less supply for other delivered Home Energy types
  • Have exhausted all payment options with your electric company

Electricity Lifeline

 

The Electricity Lifeline Program may provide  a one-time per season credit to an electric bill.  In order to be eligible for this credit, you must have an eligible Fuel Assistance application for the current season, and the electric bill must be in the household member’s name.  Having an eligible Fuel application does not always guarantee approval for a credit.  Approval is based on electric company’s eligibility standards.

Electric Poles

 

If you need to install or improve the electricity to your home, YCCAC Energy Services accepts applications for assistance with the cost of installing electricity poles and lines.   We will assist you with the application and then send it directly to Central Maine Power Company (CMP).  If you are eligible for this type of assistance, as determined by CMP, you will receive a credit toward the cost of the installation.

Above Ground Fuel Storage

 

The Above Ground Storage Program (AGST) is funded by the Department of Environmental Protection, and provides assistance to income-eligible households that need to replace leaking or non-code conforming fuel tanks.
